Undercover Operation Foils Grooming Attempt

Cook County Sheriff Tom Dart announced the arrest of a 34‑year‑old registered sex offender, Joseph Hoggard, after a prolonged sting operation that began in November 2025. The suspect communicated with a woman who was actually a Cook County Sheriff’s Office undercover investigator posing as a 13‑year‑old. Hoggard’s messages were sexually explicit and he repeatedly sought to meet the minor in person.

The Special Victims Division’s undercover investigator, Sgt. Judith Washington, acted as the teenage victim on a social‑media platform. According to her statements, Hoggard immediately started a sexual conversation and demanded explicit photos. He later admitted to providing such material, and he attempted to set a meeting that never materialized.

Hoggard, whose online activities already flagged him as a potential threat, was taken into custody at his home in early June 2026. He faces charges of attempting to meet a minor and of transmitting harmful materials to a minor through an electronic device. The case underscores that grooming—preparing a minor for sexual activity—is a crime even when no physical meeting occurs.

Law enforcement officials praised the specialized cyber‑trafficking unit, noting its success in catching online predators. Lt. Jim Draz explained that the unit was created to intercept conversations between predators and children, effectively placing a “guarding person” between the child and the offender. The operation reflects a broader push by the Cook County Sheriff’s Office to safeguard youth in digital spaces.

Officials urge families to maintain open communication with their children regarding online interactions. Draz advised parents to remain alert to signs of child exploitation, stating that “if something doesn’t seem right, it probably isn’t right.” This incident serves as a reminder that proactive law‑enforcement strategies can prevent potential abuse before it escalates to physical contact.
